I am looking for a web filter (Website blocker) but only one that lets you choose what page to redirect to when a site is blocked. Thanks.

DansGuardian would allow that, it operates with squid proxy and runs on linux though, so if you have an old machine laying around it would be an ideal solution that would cost nothing.
